In my 2E campaigns, bards can learn and cast arcane spells just like it says in the Player's Handbook, but with some changes and house-rules.
Mostly importantly, the magical language of bards is a mixture of magical writing and musical notation, and thus incompatible with wizard magic. Bardic scrolls cannot be read by mages or other arcane spellcasters. Also, bards cannot learn wizard spells and vice-versa.
Unlike wizards, however, bards can cast spells while wearing any kind of non-metallic armor normally allowed to them, such as padded armor, leather, studded leather and brigandine.
Bards also have their own list of spells. Below is a list of spells available for bards in my homebrew campaign.
